This horse is new despite the worn look of the paintwork. It has not lost its bridle, it never had one. Note the carved mane; traditional English horses had horse or cow hair manes and tails (with the hair attached to the hide). A carved mane or tail on a rocking horse is an excellent indication that the horse is foreign and new. ( Remember that genuine carousel horses are different, they generally did have carved manes).
Imported horses often have old-looking glass eyes so don't take them as an indication of age. Many imports have handles coming sideways out of the head; this is incorrect on a rocking horse on a swing stand or bow. Handles of various designs are found on some genuine (and fake) tricycle horses.
